This international Diploma course has been designed specifically to meet the needs of harbour masters, port captains and others with responsibility for, or interest in, managing the marine functions of a port or harbour. It follows on from the successful Diploma in Port Management which was launched over eight years ago and for which over 500 students from around the world have enrolled.
Traditionally, harbour masters have come to the ports industry following a career at sea. Today, the management of shipping movements within the confined waters of a port, together with vessel safety and security, has become a complex and demanding task, requiring a comprehensive knowledge of relevant legislation, risk control techniques and navigational management. Whilst general marine experience will continue to be an important requirement for harbour masters and port captains, managing a safe and secure port or harbour today demands detailed specialist knowledge. This course will provide that knowledge. Moreover, those successfully completing the course will be awarded an academically accredited Diploma, thus providing an internationally recognised qualification specifically for those who manage the marine aspects of a port. The course also meets the Continuing Professional Development criteria for the UK Harbour Masters' Association with 100 CPD points and is supported by the International Harbour Masters' Association, The International Association of Ports and Harbours, Institute of Chartered Shipbrokers and The Marine Society College of the Sea. The course is also recognised by the Maritime and Coastguard Agency as a professional foundation and development distance learning course for Harbour Masters and their personnel.

The course will cover all aspects of port marine operations, including the provision of a pilotage service. The chosen delivery method of this course is distance learning allowing the student the opportunity to gain a recognised qualification whilst remaining in employment. The study materials will be available either in hard copy form, posted out or online on the supporting course website. Students will have the opportunity to contact each other through the secure and dedicated course forums or meet face to face at the two course seminars or final examination.

Before taking up his present responsibilities, Bruce Richardson served for 32 years in the Royal Navy, principally at sea, where he commanded a variety of vessels ranging from a single frigate to a flotilla of 47 ships. He served in three posts as a Rear Admiral before retiring in 1992. On leaving the Navy, he subsequently spent two years as Managing Director of an oil-related vessel management company based in Aberdeen, before taking up the job of Chief Harbour Master of the Port of London Authority (PLA). In this capacity, he was responsible for all operational and navigational matters affecting the port, including pilotage, vessel traffic management, hydrography, harbour services, regulatory enforcement and emergency management. A major contributor to the drafting of the UK Port Marine Safety Code, he was responsible for its implementation in London and for introducing its associated navigational safety management system. He also co-ordinated the implementation of the International Ship and Port Security Code, and chaired the London Port Security Committee throughout his twelve years with the PLA. He has served as a member of the Executive Committee of the International Harbour Masters' Association (IHMA) for ten years, of which he was its President from 2000 to 2006. He also acted as the Vice Chair of the VTS Committee of the International Association of Lighthouse Authorities (IALA) for 8 years. He now manages a marine consultancy (Sea Sense Ltd) specialising in risk management.
